Parker is the only person in Houston history to hold all three offices.The event is free and open to the public. Breakfast will be served at 7 a.m., and Parker and Smith will begin their conversation at 7:30 in Baker Hall’s Doré Commons on the Rice campus, 6100 Main St. For directions, go to http://bakerinstitute.org/contact_directions.cfm.  Parker, only the second woman to be Houston mayor, has initiated a number of noticeable changes since her election a year ago. Previously, she held the position of city controller and served on the Houston City Council; she also worked in the oil industry and co-owned a bookstore. She has been recognized repeatedly for her service, including being named ”Council Member of the Year” and winning awards such as the Distinguished Local Elected Official Award and the Greater Houston Preservation Alliance’s Good Brick Award.
